Special Considerations - Rapid Scene Assessments

The initial moments of any disaster require a rapid scene assessment. Terrorist incidents may have additional complexities and personnel hazards from damaged infrastructure and risk of collapse, as well as ongoing CBRNE exposures and risks. It is prudent for the healthcare provider and rescuer to be aware that this is a crime scene in addition to a mass casualty incident. The Oklahoma City 1995 Murrah building bombing incident included the need for rescuer/responder vigilance and situational awareness of secondary explosive devices with delayed harmful capability and intent.

Secondary Devices

  • Be aware about secondary devices or proximate suspicious packages in the vicinity of the incident
  • Never touch, move, or attempt to disable a potential secondary device
